This used to be IP targeting- tracking a person based on their internet connection, but it required some guesswork and was not 100%.
The next generation of targeting allows for micro-targeting, right down to the address. 
This makes address targeting much more attractive than direct mail, much less expensive with much more frequency. 
For clients with their own customer mailing list, micro targeting is very powerful. You can target past customers and urge them to buy again, maybe rejoin your wine club or buy season tickets again.
